HSD Café: Balancing Security and Livability
One of the key challenges for cities in the 21st century is to strike a proper balance between security preparedness and the preservation of local livability and economic vitality. This question is particularly pertinent in urban settings such as The Hague where high-level security events regularly take place. In recent years, The Hague has developed plans to find smart ways to secure its International Zone. And with the Nuclear Security Summit in March 2014, the city hosted the biggest conference with the largest security precautions ever undertaken on Dutch soil.
The upcoming HSD Café will reflect on the development of an International Zone and lessons learned following the Nuclear Security Summit. Looking ahead, how can cities adapt their infrastructure so that security, livability, and economic growth are in balance? Join the debate, let your voice count, and share your solutions with representatives from the government, businesses and knowledge institutes!

Before the discussion, short presentations will be held by three Speakers.
• Marc van der Burgt - Coordinator Crisis and Terrorism at the Municipality of The Hague, in charge of the risk mitigation/response for the NSS
• Rachid Guernaoui – Rijksportfoliomanager Communicatie en ICT bij het ministerie van BZK en fractievoorzitter D66 Den Haag.
• Arjen van Susteren - Researcher and Partner at RnR Group; Tutor of Practice in Urban Regeneration of Real Estate at Hogeschool Rotterdam; Senior Consultant at Coolhaven Urban Engineers.
The HSD Cafés are organized for HSD partners on every first and third Thursday of each month (except on public holidays). From cyber to critical infrastructure, 20 sessions will be organized around security topics relevant for companies, the government, and knowledge organizations. In the first hour (16.00-17.00) of each HSD Café, an expert will briefly present a security topic, dilemma, or innovation, followed by an informal discussion. The second part of the HSD Café (17.00-17.45) will consist of drinks and a possibility to network.
