Towards a New International Agenda for Internet Governance

The Netherlands Scientific Council for Government Policy recently presented its report on international cooperation on internet governance to the Dutch Minister of Foreign Affairs, Bert Koenders. The outcomes of this report will be discussed during the Global Conference on Cyberspace 2015 in The Hague where representatives from governments, private sector, and civil society will gather in order to promote practical cooperation in cyberspace, to enhance cyber capacity building, and to discuss norms for responsible behaviour in cyberspace. This should lead to a free and more secure internet. 

Minister Koenders: “…this is a report of great interest, showing in an excellent way which interests are at stake are and how the Netherlands should respond. Many thanks for this important report, at this important moment in time. We are almost three weeks away from the Global Conference on Cyberspace, the GCCS. The Ministry of Foreign Affairs is currently fully focused on this conference. The Netherlands and The Hague have made their mark in this area in recent years. We have proven to be a good host for conferences of this scale.” 

The report argues that growth and health of our digital economies and societies are dependent on the backbone protocols and infrastructure of the internet. This backbone is now in need of protection against unwarranted interference to sustain the growth and the integrity of the internet. The internet’s backbone of key protocols and infrastructure can be considered a global public good that provides benefits to everyone in the world. Growing state interference with this backbone underlines the need to set a new agenda for internet governance that departs from the notion of a global public good.
